Welsh health council under cost pressure over translation

The bilingual requirement under the Welsh Language Act is putting the Community Health Councils under immense cost pressure. Under the act, public bodies including CHCs have to translate every document both internal and external into Welsh. According to Carol Davies, Director in the board of CHCs, due to frugal funding the statutory duty of monitoring the National Health Services (NHS) will be affected if all the money is directed into translation of documents.

The director said she would be approaching the health minister for additional funding if every single document has to be translated into Welsh. The Welsh Language Board is unable to react on the matter due to confidentiality under the Welsh Language Act 1993. Use of Google Translate for translating official documents ridiculed

The Welsh Assembly Commission’s decision to translate debates in the assembly from English to Welsh using Google Translate has been criticized by the Association of Welsh Translators and Interpreters. As a pilot project, the Commission recently used Google Translate to translate a 5000 word passage and proofread it manually.

The commissioners had earlier agreed in principle to provide English-Welsh bilingual record of assembly proceedings as part of its efforts to deliver bilingual service. The head of the Association of Welsh Translators and Interpreters Geraint Wyn Parry however feels that the only satisfactory way to do it is to use recognized professional translators. Though Google Translate could give an idea of the debates, machine translation technology is not sufficiently developed to satisfactorily translate official documents according to him.
